David Hussey became the highest run-scorer in Twenty20 history as his 32 from 16 balls helped the visitors reach a total of 164-8.
Leicestershire reached 21 without loss after 2.4 overs in response but heavy rain followed by thunder meant the two teams left the match with one point each.
The rain robbed the Foxes of the chance to end their 10-game wait for a t20 win at Grace Road, with their last 20-over victory at the venue coming against Yorkshire in June 2009.
Leicestershire captain Matthew Hoggard opted to field after winning the toss and Harry Gurney quickly put the hosts on top with two wickets in his second over.
The left-arm seamer dismissed openers Alex Hales (six) and Riki Wessels (10), who were both caught after top-edging pull shots.
But Hussey was soon into his stride and passed Brad Hodge's record of 3,690 runs with a brilliant six off the bowling of Abdul Razzaq.
Hussey put on 55 in five overs with fellow Australian Adam Voges (36) but the stand ended when the former clipped a catch to mid-wicket off Hoggard.
The impetus ran out of Nottinghamshire's innings as Voges was run out before Chris Read (25) and Steven Mullaney (19) provided some late hitting, but Razzaq took 2-6 from his last two overs to peg the Outlaws back before the weather intervened.
